Developing a Nationally Appropriate Mitigation Action (NAMA) on Efficient Lighting

The Clean Energy Solutions Center, in partnership with the United Nations Environment Programme (UNEP), hosted this webinar on developing nationally appropriate mitigation actions (NAMAs) on efficient lighting. UNEP offers a guide for policymakers and investors on energy efficient lighting and its potential for rapidly reducing carbon emissions and delivering economic and environmental benefits through NAMAs. The panelists described the steps that developing countries can take to create the essential elements of a NAMA:
A national efficient lighting strategy
Detailed budget
A measuring, reporting and verifying scheme
The panelist also noted how countries can submit their NAMA to The United Nations Framework Convention on Climate Change (UNFCCC) NAMA Registry, and, promote their NAMAs to prospective funders.

FRANÇOISE D’ESTAIS, PROGRAMME OFFICER, UNITED NATIONS ENVIRONMENT PROGRAMME, DIVISION OF TECHNOLOGY, INDUSTRY AND ECONOMICS
Ms. D’Estais is a Programme Manager in UNEP’s Energy and Finance Unit, focusing on climate finance; emission reduction projects; early stage private finance for clean energy projects; access to climate funds for countries and public institutions; and, engaging public and private finance sectors to increase clean energy access globally. Francoise joined UNEP in 2007 with 13 years of investment banking experience and 3 years of corporate responsibility work with civil society organizations. She holds an MBA from ESSEC, a Diploma of the College of Europe in European Integration, and a Masters in Sustainable Management from HEC Paris.
JAVIER OTERO PEÑA, CONSULTANT
For more than two years, Javier Otero Peña worked for the UNEP en.lighten initiative as the coordinator for activities in Latin America and the Caribbean. He contributed to the development and design of tools and resources to guide stakeholders on how to develop national and regional efficient lighting strategies. He is a co-author of theGuidebook for the Development of an Efficient Lighting NAMA. He has a Master’s Degree in Environmental Policies and Sustainable Development from the Catholic University of Paris, where he teaches a course on Sustainable Development in Latin America and the Caribbean.
SUDHIR SHARMA, SENIOR CLIMATE CHANGE SPECIALIST, UNEP RISØ CENTRE
Sudhir Sharma (PhD) is a senior climate change specialist at the UNEP Risø Centre with more than 15 years of experience working with climate and sustainable development in developing countries. His current work at the UNEP Risø Centre is focused on NAMAs, in terms of supporting capacity development in developing countries, as well as analytical work on creating better understanding of NAMAs. He is presently coordinating the country work on assisting seven countries in developing NAMAs. His focus is on MRV issues where he brings in his extensive experience of baseline and monitoring methodologies for CDM. Mr. Sharma has an engineering background and a PhD in development economics.
