Rosa Garcia is an expert in public policy, specializing in energy efficiency and sustainable cooling. At SEforALL, she supports a range of global and country-specific initiatives to accelerate energy efficiency and equitable access to cooling, including her work with Mission Efficiency and contributions to Chilling Prospects. She has collaborated with Mexico’s Ministry of Energy, KfW, and the World Bank on energy efficiency projects for the residential sector and SMEs.
Rosa holds a Master’s in Advanced Global Studies, with a concentration in International Development and Energy, from the Paris Institute of Political Studies, and a Master’s in Development Policies from Panthéon-Sorbonne. She also has a diploma in Cost-Benefit Analysis for Public Projects from the Instituto Tecnológico Autónomo de México and a BA in Financial Management.
