Climate Policy & Analysis Manager

Joe Bettles is Climate Policy and Analysis Manager at the Mærsk Mc-Kinney Møller Center for Zero Carbon Shipping in Copenhagen. With a Master’s in Public Policy from UC San Diego and a background in renewable energy development, he focuses on the economic impacts of climate regulation on shipping companies and marine fuel suppliers. In 2024, Joe launched the “Countdown” newsletter series, providing analysis of FuelEU Maritime, IMO mid-term measures, and most recently the Net-Zero Framework to support investment in green shipping. He chaired the FuelEU Calculation Workstream under the European Sustainable Shipping Forum, which wrote a step-by-step implementation report published by the European Commission. Joe currently leads a project at the Center to support industry understanding of the IMO’s Net Zero Framework and the development of effective guidelines. His work aims to drive innovation, reduce compliance barriers, and accelerate the transition to low- and zero-emission shipping.
