Phase 2 of the rule for the fuel efficiency and GHG emissions of heavy-duty vehicles will be adopted early next year. It offers major opportunities for further progress on fuel efficiency and for improvements to the structure of the standards. This report describes technologies that are currently available to reduce the fuel consumption of heavy-duty pickups and vans, estimates the overall reductions these technologies could achieve, and analyzes structural aspects of the standards that could be improved in Phase 2.
