This guidance note focuses on the development and implementation of minimum energy performance standards (MEPS) for energy efficient lighting. It is primarily aimed at countries
that lack a regulatory framework, or those that have a regulatory framework but lack MEPS for efficient lighting. It aims to be a practical resource for governments on the processes to follow when establishing MEPS in a national market.
