Senior Expert on Energy Efficiency in Buildings

UNEP DTU Partnership (UDP) is a leading international research and advisory institution on energy, climate and sustainable development. It is an independent Centre within the Department for Management at the Technical University of Denmark (DTU). As a collaborating centre of UN Environment (UNEP), UDP works with a large range of international institutions, national governments, and research institutions, to assist countries in their efforts to move towards climate resilient and sustainable development. UDP has a staff of approximately 70 professionals from 20 different countries with backgrounds covering economics, science, engineering, and energy and environment planning. UDP currently implements project activities in more than 60 developing countries.

The position will be in the newly established section on Business Models & Finance, which supports developing and emerging economies by pursuing work in key areas, such as early stage and mid-stage project/investment preparation, building up of partnerships, conducting technical and financial pre-feasibility and feasibility studies. The Section also develops financial architecture concepts and models for implementation and replication, in order to bridge the existing gaps preventing or slowing down green investment. The section represents a consolidation and an expansion of UDPs areas of engagement towards working more directly with business models, the private sector and financial institutions.

We are currently seeking to recruit a senior expert to work on Buildings and Energy Efficiency in the context of the Copenhagen Centre on Energy Efficiency, an integral part of UNEP DTU Partnership.

Key tasks and responsibilities:
The successful candidate must have experience with project implementation and a strong methodological background and proven experience within Energy Efficiency in Buildings in a developing country context.

The successful candidate is expected to:
 

  • Undertake comprehensive analysis and systematization of the main policy issues associated with energy efficiency in buildings in countries and cities of different climatic zones, including addressing building codes, standards and labelling;
  • Undertake “walk through”- type of audits in pilot buildings and identify short and long-term technical and financial potential of energy efficiency implementation measures, specifically in the areas of lighting, heating, cooling, ventilation and the wider building envelope.
  • Conduct dynamic energy simulations and analyse barriers to project development, and identify potential options to unlock action;
  • Oversee and quality assure third party energy measurements and energy audits in different types of buildings in different climatic zone cities and countries;
  • Prepare project pre-feasibility studies, including simple financial analysis;
  • Support local authorities in pre-assessments of potential and opportunities for energy efficiency in buildings applications in different  regions and countries;
  • Synthesize, analyse, and document experiences and evidence and contribute to country- or city-level learning, by providing expert technical assistance, advice on relevant measures, training and other direct support to city authorities;
  • Develop best practice guidance to be used for replication for wider use;
  • Contribute to strengthening the section and UDP’s work with qualitative and quantitative research methods, processes, tools and software; 
  • Supervise assistants and students and closely work with the  District Energy team;
  • Initiate, contribute to or lead resource mobilization activities, including project concept development and preparation of project proposals;
  • Cultivate and maintain effective international networks and partnerships with country partners, partner agencies, finance institutions and private sector;
  • Represent UNEP DTU Partnership and the section at expert meetings, regional consultations, workshops, and seminars.
Qualifications
We are looking for a highly motivated and experienced team player who possess strong knowledge and expertise in the listed area and who meet the following criteria: 
  • Academic qualifications: Master degree in an energy efficiency relevant discipline such as Buildings Science, Architectural Engineering, Energy Engineering, Electrical Engineering, Mechanical Engineering, or Civil Engineering. Ph.D. degree desirable.
  • Energy efficiency implementation and project experience: at least 5 years of relevant practical work experience with energy audits in buildings and in the formulation, technical design and/or operation of energy efficiency projects, including preparation of technical and economical pre-feasibility and feasibility studies. Knowledge and practice with ISO 50001 and other accreditations such as LEED AP, ASHRAE Certification, Certified Measurement and Verification Professional (CMVP) will be highly valued. Experience in Buildings energy simulation of energy conservation measures (e.g. through Energy Plus, eQUEST) will also be appreciated.
  • Technical and analytical track record: in-depth knowledge and experience with analysis of energy efficiency in buildings and/or industry, as well as economic and financial analysis related to building’s energy efficiency (and business models/cases for investments). Experience with preparing technical and/or policy-relevant analysis, reports and papers for both academic and non-academic audiences.
  • International exposure and established networks: familiarity with international cooperation and institutional processes, including UN and other multilateral institutions (possibly finance institutions), and an existing network of energy efficiency contacts, particularly with the private sector.
  • Relationship and stakeholder management: people skills and political savviness, especially in dealing with multiple stakeholders and competing priorities, incl. both public and private sector and finance institutions. Ability to engage with and build multi stakeholder coalitions.
  • Finance: familiarity with a variety of sources and instruments of finance for energy efficiency and climate action (including both development and commercial finance), reporting requirements of donors, and experience with fundraising.
  • Communication: Experience with and knowledge of key communications channels, branding and development of promotional materials; strong written and verbal communications skills. While the working language at the Centre and at UDP is English, proficiency in other languages relevant to activity locations will be a distinct asset.
  • Project management, team leadership and administration: ability to lead project teams, develop strategic plans for specific projects and manage internal processes and reporting systems.
Languages´
The working language at UDP is English, but in addition proficiency in languages relevant to the target regions of the assignment (e.g. Spanish, French, Russian, and/or Mandarin) is desirable.

Terms of employment
UDP is part of the Department of Management at the Technical University of Denmark and employees are university staff. The successful candidate will be employed in a full-time position according to the collective agreement with the Confederation of Professional Associations. The position is for 2 years.
