Consultant for support on energy efficiency dissemination and implementation on municipalities

The first objective is to support the Copenhagen Centre on Energy Efficiency (C2E2) during the process of transforming the existing tool for water supply systems into an online tool for self-rapid assessment and the its divagation together with the in-house street lighting tool developed in collaboration with United for Efficiency (U4E).

The second objective of the consultancy is provide support the work of C2E2 and its partners in engaging and supporting municipalities and public service companies in the development and quality control of rapid assessment studies for energy efficiency implementation.

The third objective is the production of relevant material to guide municipalities into energy efficiency implementation in the two aforementioned areas of water and lighting.

The consultant´s tasks will be developed in close collaboration with the Centre and U4E and include:

  • Provide support in the engagement with municipalities and public service companies in the development of rapid assessment to study the potential of specific energy efficiency actions at a municipal level in the water and lighting sectors.
  • Control the quality of the information provided by the municipalities and/or the public service companies for the development of rapid assessment studies.
  • Provide technical support in the finalisation of a quantitative assessment methodology for energy and water savings associated with energy efficiency interventions, providing the necessary specifications and procedures to achieve that.
  • Act as a liaison between the C2E2 and the web developers during the transformation of the already existing methodologies for water supply systems to ensure a user-friendly online tool, accessible to municipal officials to be made available through the Centre’s webpage and the U4E webpage.
  • Analyse and validate both online tools with main technology providers and according to best practices, demonstrating compliance with the requirements in available developed projects, standards and regulation to ensure their credibility.
  • Assist in the production of dissemination material on energy efficiency opportunities in water supply systems and best practices, through document analysis, stakeholder consultation and data collection. This will include:
    • Guidelines for Sustainable Public Procurement (SPP)
    • Contract templates and parameters to be included in the tender
    • Financial solutions
    • Recommendations for Measure and Verification process

The assignment is expected to be delivered between 11 May 2020 and 11 September 2020:

  • Final Report and support to promotion (15 November 2020)

Budget and Payment Schedule

Budget for the assignment is USD 15.000 (fifteen thousand United States Dollars), to be paid as follows:

  • 20% upon delivery of a project plan
  • 40% on receipt of required deliverables by end June 2020
  • 40% on receipt of required deliverables by mid-September 2

Requirements

The consultant should fulfill the following requirements:

  • At least 10 years of work experience in development and implementation of energy efficiency and clean energy projects
  • Expertise in managing complex stakeholder networks and international development projects, including UN Environment projects
  • In-depth knowledge of international best-practices on energy efficiency improvements in different sectors, including technical solutions, policy instruments, project structures and financing models, as well as understanding of their applicability for projects under development
  • Advanced communication skills, both oral and written, proven by a track record of documents, presentations and engagement with the private sector
  • High level of professionalism in technical work, stakeholder relationships and dissemination of results and information
  • Fluency in English
