The UN Secretary-General convened a summit on September 2019 to mobilize political and economic dynamism at the highest levels to advance climate actions that enable implementation of many of the goals of the 2030 Agenda for Sustainable Development. “Cities and Local Action” is one of the action portfolios that is included in the programme, to ensure that the transformative actions in the real economy are as impactful as possible. Advancing mitigation and resilience at urban and local levels, with a focus on new commitments on low-emission buildings, transport and urban infrastructure and resilience for the urban poor are few examples of the relevance that the local action would entail.
In this context, district energy is recognised as one of the main city-level options that could play an important role, enhancing the overall energy efficiency movement and contributing to the achievement of the targets set forth in the Nationally Determined Contributions in the framework of the UNFCCC Paris Climate Agreement, as well as to the UN Sustainable Development Goals.
Copenhagen Centre for Energy Efficiency (C2E2) is looking to hire a consultancy to support the District Energy(DES) team to develop rapid assessment reports, training modular and other documents under the requirements of GEF-6, BMCF and other program.

The consultant will support the work-stream of District Energy team in C2E2 and contribute to the achievement of the centres’ goals and targets by providing support in the following areas:
- Assist to undertake rapid assessments on the potential of district energy in selected cities;
- Assist to undertake “deep assessments” in pilot cities that identify short and long-term technical and financial potential of district energy, analyse barriers to project development, and identify potential policy options to unlock action;
- Assist to conduct pre-assessments of city potential and opportunities in focus regions and countries;
- Assist to develop best practice guidance to be used for replication for wider use;
- Assist to supervise students working on District Energy;
- Assist to initiate, contribute to, and/or lead resource mobilization activities, including project concept development and preparation of project proposals;
- Assist to cultivate and maintain effective international networks and partnerships with country partners, partner agencies, finance institutions and private sector;
- Assist to prepare reports and materials to donors, including but not limited to GEF-6.
Qualifications and Skills
The appointed consultant should have:
- Master degree (desirable)
- More than 5 years of experience in research and project management within the field of energy efficiency in the sectors of district energy and/or buildings.
- Experience from pre-feasibility studies to design and construction in district energy system and/or building energy efficiency, especially for sustainable communities and/or nearly zero energy buildings.
- Fluent in English, Spanish and/or German.
- Experience in education and/or supervision of master student thesis (preferable)
Working Arrangement
The consultant will be retained on a contract with the C2E2 and payments on a monthly basis. The consultant will work under the supervision of Dr. Zhuolun Chen in C2E2.
Language
All outputs should be prepared and submitted in English, as required, to the Copenhagen Centre for Energy Efficiency.
Time for completion
Four months with possible extension, starting from 10th Feb., 2020.
