The Copenhagen Centre on Energy Efficiency (C2E2) invites developers to submit their bids for the development of an online tool where end users will be able to input data on a number of pre-defined parameters via a developed survey format.
Requirements:
- The data must be accessible for extraction.
- The end users must log in to the platform before they can enter data in the survey.
- The user should be able to filter the data by applying certain pre-defined criteria.
- The tool should contain an algorithm for calculation of several pre-defined parameters according to provided simple formulas and make the results available for the user in the online and downloadable formats.
- The tool (at least its beta-version) should be ready by September so that data can be collected through the fall.
- In 2019, a new phase for the tool may commence, which will require certain modifications of the tool, meaning that the tool should be flexible enough to accommodate this.
- There is no specific design guideline to follow for development of the tool. The project is more focused on functionality and user-friendliness than the design.
- The solution will be hosted by DTU.
Contents of the bid:
The bid should include the following information in the sequence indicated below:
- Brief introduction about the developer.
- Experience and reference projects in the area of knowledge management systems, especially in the energy efficiency area, if any.
- Any other information that would strengthen your proposal.
Based on the evaluation results, the bidders with the highest score among the bid proposals will be invited for further negotiation about contracts and other bidders will be informed by July 2018.
Evaluation criteria:
- The following criteria will be used to evaluate the bids.
- Financial proposal: Total cost for providing maintenance for the three platforms.
- Relevant past experience: Expertise and relevant past experience of the project team, which will be assessed on the basis of relevant projects completed.
The bid submission timeline:
- Letter of interest by 26 July 2018: An email indicating developer’s interest in submitting a proposal should be received by C2E2 by 26 July 2018.
- Inquiries until 26 July 2018: Any inquiry regarding this invitation for tender can be submitted by e-mail until 26 July 2018. All the queries received will be addressed by July 27 and all bidders informed accordingly.
- All bids should be submitted electronically latest by 4.00 pm (CEST) on 27 July 2018.
